ROCKFORD (WIFR) -- Phillip Johnson Jr. and officer Amado Soria may not have crossed paths before Jan. 28, 2012. But Johnson was no stranger to law enforcement.

A 23 news investigation reveals Johnson had a lengthy criminal record. At 29-years-old he had faced 66 cases in Winnebago County.

He was arrested seven times for resisting arrest or obstructing justice. In one case court documents show he ran from a car during a traffic stop, and in another case he tried to jump a fence to get away from police.

Police still won't say whether the gun they found in the car Saturday night belonged to Johnson. The Winnebago County Integrity Task Force is still investigating whether or not the officer's use of deadly force was justified.

But it's not the first time Soria has been in hot water either.

Just after Christmas in 2008... Officer Soria was one of seven police officers sued in a civil rights case. The man they arrested said he got two black eyes from another officer and Soria should have given him medical attention before driving him to jail.

But the man dropped the case in September. Soria received the Illinois Law Enforcement Medal of Honor in 2003 for saving a man from a burning building. He's been an officer for 18 years.
