Mother Reacts to Potential Mabley Closure

ROCKFORD (WIFR) -- We're learning more about the local families affected by Governor Quinn's proposal to shut down seven mental health facility, two of which are in the stateline.

"My mind is going, what am I going to do?"

Barb Cozzone-Achino says Illinois Governor's Pat Quinn’s signature could literally sign her child's life away.

“If Michael has to move to another home, he will beat himself to death, he will kill himself.”

The Cherry Valley mother has two developmentally disabled sons living in Dixon’s Mabley Center. It’s one of seven facilities that may close under Governor Quinn’s latest money saving proposal..

Cozzone's sons--Bob and Michael are both adults who function mentally as children. The two spent a large portion of their lives in and out of homes until moving to Mabley more than a decade ago.

" For anyone wanting to close us down, it is insensitive.” She said

Cozzone says her sons do not adapt well to change; in fact, Michael who's now 39, beat himself blind after his living arrangements altered several years ago. Her other son- 42 year old Bob, is in Rockford for a temporary visit, a small trip Cozzone says can hamper his mental well-being.

    THIS is TOTALLY INSANE!! Hows does QUINN figure they aren't paying their own way?? I wonder how MANY of the PUBLIC REALIZE that "institutionalized people" are ONLY ALLOWED $30.00 a MONTH from their disability!! That's's been THAT way for YEARS! YES...ONLY ...30 bucks a MONTH!! What happened to "Cost of living"??? Do YOu REALIZE how LITTLE $30.00 a MONTH LASTS???!! That's some months LESS than one DOLLAR a DAY!!..;( The STATE gets EVEEERYTHING else!!! It's SOO SAD to even HAVE to HAVE a loved one "institutionalized" for ANY reason..( I know from personal experience)..but in this lady's's the ONLY answer for her situation..;( Now IF I( had MY WAY...THIS would all be DONE at home with 24 hr. help. ) . It is SOO HARD to be separated from a "special needs" loved one..;( We the PEOPLE have PAID MONEY on a DAILY BASIS PLENTY of money to provide for these "victimized" individuals & their FAMILIES!! WHERE the HELL is OUR ( yes Gov...OURS...NOT YOURS!) TAX MONEY GOING???!! Don't EVEN tell me it's to "do" the roads..THAT'S a JOKE!! Our SCHOOLS???!! nope..ONLY to our CONTROLLING GOVERNMENT!! We DEMAND you STOP VICTIMIZING the VICTIM here! YOU GOV should be HELPING this poor lady KEEP her sons getting HELP ...not LOOSING IT!! I can tell you from the have NOOOOO idea GOV what this lady & others like her are going through ...NONE!! Walk a MILE in THEIR SHOES...& SEE HOW they FEEL on ....YOU!!

    I understand what she is going through. Most of these people before they are admitted to assisted living home they have to SIGN over there Social Security benefits and have death benefits in place. So these people do assist with there own care. The Governor needs to know that just because you close something you still have to finish paying what you owe them.

      It is unfortunate that the State feels it necessary to close down needed resources such as Mabley. Doug's comment isn't entirely accurate in terms of serving people with developmental disabilities. It is true that Social Security benefits need to be signed over to the receiving agency providing the care(with the exception of the personal spending allowance). This money then goes towards the individual's cost of care. The Social Security only supplements the cost of care, not the entire cost of care. As for the death benefits in place, there are plenty of organizations that do not require this to be paid at the time of admission.
