(AP) -- A new report says Wisconsin saw more hate crimes in 2008.

(AP) -- A new report says Wisconsin saw more hate crimes in 2008.
The state Office of Justice Assistance study found police agencies reported 99 hate crime incidents in 2008, up 33.8 percent from 74 in 2007.
The incidents involved 164 offenders and 116 victims ranging from individuals to businesses to religious organizations. Vandalism and simple assault were the most common offenses.
Racial bias was the most prevalent factor in the incidents. Thirty-six incidents involved anti-black sentiment, the most against any racial group.
Milwaukee County saw 33 hate crimes, the most of any Wisconsin county. Dane County was next with 21.
