DIXON -- Around 4:45 p.m. on August 26th, 2013 the Dixon Police Department received a report of a possible abduction / kidnapping which occurred in the 700 block of North Ottawa Avenue in Dixon.
During the course of the investigation, it was determined that an 18-year old man left a residence under the threat of force by two individuals. The victim was located unharmed as he had been previously released by his captors. Through the investigation, one of the captors was identified as 24-year-old David Laskowski, of Dixon. The other captor was described as an unknown black man having a medium build and longer hair in a ponytail. The motive for the kidnapping stemmed from the theft of drugs and money at a residence located outside of Dixon approximately two weeks earlier. An arrest warrant was obtained for David Laskowski on the evening of 8/26/13 on charges of Kidnapping and Unlawful Restraint. Bond was set in the amount of $100,000.00.
Around 12:00 p.m. on August 27th, the Dixon Police Department arrested David Laskowski in the 1000 block of North Galena Avenue after he was located by detectives. Laskowski was transported back to the Dixon Police Department and processed on the charges of Kidnapping (a Class 2 Felony) and Unlawful Restraint (a Class 4 Felony).
On 8/28/13, the investigation led to the identification of Thomas Roche, age 22, of Sterling as being the other captor for the kidnapping. Investigators discovered that Roche was wanted on an outstanding Davenport, Iowa warrant for Failure to Appear on charges of Possession of a Controlled Substance, Possession of Cannabis with Intent to Deliver, and Possession of Cannabis. Bond had been set on the warrant in the amount of $5,000.00. Investigators from the Dixon Police Department and the Sterling Police Department located Thomas Roche near East Lincolnway and 43rd Avenue in Sterling. Roche was taken into custody on the Davenport PD arrest warrant as well as charges of Kidnapping and Unlawful Restraint. He was transported to the Dixon Police Department and processed on the charges. Thomas Roche was subsequently turned over to the Lee County Jail pending bond being set on the charges of Kidnapping and Unlawful Restraint.
David Laskowski was also charged with additional charges of Possession of Cannabis (30 to 500 grams) with Intent to Deliver, a Class 3 Felony, and Possession of Cannabis (30 to 500 grams), a Class 4 Felony by the Lee County Sheriff’s Department.
The investigation into the kidnapping and sale of drugs is still ongoing as there are numerous witnesses to the events.
