ROCKFORD (WIFR) -- Rockford has received a failing grade when it comes transparency, but among Illinois cities it's not alone.
The Illinois Policy Institute gave Rockford a score of 55 out of 100 points when it comes to an on-line audit for government transparency. The scores were based on a 10 point transparency checklist. Twelve other cities had a failing grade lower than Rockford. They include Chicago, Springfield, Decatur and Champaign. Three cities received perfect grades including Evanston, Skokie and Orland Park.
