Rock County Sheriff's SWAT Respond to Call After Man Barricades Himself in Basement

ROCK COUNTY (WIFR) -- Just before noon on Monday, March 25, 2013, Police Officers from Milton, Edgerton, Fulton Township, Janesville, and Deputies from the Rock County Sheriff’s Office responded to an armed subject in the City of Milton. 29-year-old Joseph Usher had armed himself with knives, after a domestic dispute with his wife. Upon officer’s arrival the subject barricaded himself in the basement of the home.

The Rock County Sheriff’s Office SWAT team and Negotiators were called out, and for the next two hours Negotiators from the Janesville Police Department attempted negotiations with the Usher, but he was unwilling to comply and exit the basement. Negotiators from the Rock County Sheriff’s Office then took over negotiations with Usher but he continued to refuse to exit the basement.

After negotiations were unproductive members from the Rock County Sheriff’s Office SWAT team breached two basement windows and the basement door. Deputies outside the basement window observed Usher in the basement holding two knives. They ordered him to drop the knives, he failed to comply, so the SWAT team deployed less lethal rounds Usher, striking him twice. Shortly thereafter the SWAT team took Usher into custody.

Usher suffered no significant injury, however, he was transported to Edgerton Hospital to be medically evaluated. Usher has pending charges of Disorderly Conduct/Domestic Violence, False Imprisonment, Failure to Comply with Officer’s Attempts to Take a Person Into Custody, Possession of Drug Paraphernalia, and Possession of THC.
