ROCKFORD (WIFR) -- While one bill that helps Rockford passed in Springfield, another one never made it to the house floor.

Many Stateline lawmakers were expecting the Reclaiming First measure to reach the house floor for vote on Wednesday, but it was never called. One local representative told 23 News he thought there were enough votes collected for the measure to pass if it were called, but he's concerned that some votes may have been lost due to a contentious day on the house floor from unrelated debates.
