Some states will be allowed to emit more Carbon dioxide than others. The Environmental Protection Agency has given Illinois a goal of cutting emissions from power plants by 44% by 2030.
Illinois Commerce Commission Chairman Doug Scott says the state will need a mix of power sources and energy efficiency initiatives to achieve that.
