JANESVILLE, WI (WIFR) -- A Janesville man has been arrested for his fourth operating while under the influence, or OWI, offense.
According to the Rock County Sheriff's Office, a deputy stopped 50-year-old Thomas Kotlowski after 1 a.m. Friday around South U.S. Highway 51 near West B/R Townline Road. The deputy said he could smell an odor of intoxicants. Kotlowski failed the field sobriety tests and was arrested. His blood alcohol concentration at the time was .23.
Kotlowski was also cited for prohibited alcohol concentration and operating left of center.
