CHICAGO (AP) -- September unemployment rates were down in all of Illinois' metro areas compared to a year ago. The Davenport-Moline-Rock Island area had the lowest rate last month at 6.5 percent. Rockford's rate was still highest at 11 percent but that was more than two percent lower than in September of 2011.
