ROSCOE (WIFR) -- Harlem-Roscoe Fire Chief Don Shoevlin has announced the promotion of seven firefighters on Feb. 8, 2013. Chief Shoevlin says, “It is both and honor and pleasure to be promoting these individuals. They have not only proven they are capable to succeed in their new positions but will be an asset to the future growth of our department. I look forward to a long successful working relationship and their contributions to the district for many years to come.””
Battalion Chief Tom Aaker
Tom joined Harlem-Roscoe Fire on January 1996. Tom was promoted to Lieutenant on Feb. 21, 2004 and then to Captain on Feb. 11, 2011. On Feb. 8, 2013 Tom was promoted to Battalion Chief. Tom is the Training Officer for the department and also fills the role as Equipment Officer. Tom is State Certified Fire Officer I & II, Advanced Technician Firefighter, Hazmat Ops, Trench Ops and is NIMS Compliant. He has been an EMT- B since 1997. Tom has taken numerous classes in extrication, confined space, fire tactics, water supply, and has multiple state certifications on the awareness level. Tom also attended training with Nicor and ComEd in their regional training classes. Tom received the "Rookie of the Year Award" in 1996 and he was awarded the 2006 "HRFD Firefighter Choice Good Service Award". Tom's grandfather was the first Fire Chief for Otto Township Fire Department as well as one of the founding members. Tom and his wife Amber have two children, Piper and Tommy Jr.
Battallion Chief Jay Alms
Jay joined Harlem-Roscoe Fire in 1991. He was promoted to Lieutenant in January of 1999 and to Captain on June 6, 2008. On Feb. 8, 2013 Jay was promoted to Battalion Chief. Jay is the EMS Coordinator for the department. Jay is State Certified Fire Officer I, Firefighter II & III, and Hazardous Materials Operations and is NIMS compliant. He is State Certified Instructor I and instructs both fire and EMS. Jay became an EMT in 1991 and a Paramedic in 1994. Jay is an EMS preceptor with Swedish-American Emergency Medical Services and Contract Coordinator with Kurtz Paramedic Services. Jay is an Advanced Open Water Scuba Diver and a member of the Winnebago County Dive Team. Jay received the "Loves Park VFW Firefighter of the Year Award" in April 1997. Jay was awarded "Northern IL EMS Paramedic of the Year" for 2000. On Feb. 8, 2013 Jay was awarded the 2012 "HRFD Firefighter Choice Good Service Award". Jay served as Treasurer and Secretary of the Harlem-Roscoe Firefighter's Association for eight years. He also currently sits as a Commissioner on the Planning and Zoning Commission for the Village of Machesney Park. Jay and his wife Deb have three children that all serve on Harlem-Roscoe Fire: Capt. Ryan (Charlotte) Alms, Firefighter/EMT Megan Alms, and Firefighter Kyle Alms. They also have two grandchildren, Lily and Mason and another one on the way.
Captain Ryan Alms
Capt. Ryan Alms joined the department in December of 2001. Ryan was promoted to Lieutenant on June 8, 2010. On Feb. 8, 2013 Ryan was promoted to Captain. Ryan became an EMT-B in May 2004. Ryan is state certified FF II & III with Hazmat Ops. His is certified as a NFPA Plans Examiner and is currently testing for the OSFM Fire Inspector I. He is a CPR Instructor. He has taken numerous fire related classes including Fire Prevention Principals, Leadership 1, L.I.A., Basic Co. Officer, Helicopter safety and Large Vehicle Extrication. He is a certified Emergency Medical Dispatcher and is NIMS compliant. Ryan has been an Extrication Team Member since 2005. Ryan became the first full-time Harlem-Roscoe Fire Prevention Officer in 2012. Ryan and his wife Charlotte have one son, Mason, and another child on the way.
