Foundation Honors Drowning Victim, Gives Scholarship

ROCKFORD (WIFR) -- Nearly two decades after a little boy drowned in a Stateline pool, his name lives on in our community.

James Harkins was seven years old in 1996 when he drowned at Fairgrounds Pool, which has since been named Harkin's Pool. His grandmother established a foundation in his name to help other families pay for funeral costs for young children. Around 40 families have received assistance from the foundation.

For the first time, the foundation will give out $1,500 college scholarship to a local high school senior. On Saturday, the group held a barbeque fundraiser to help their cause.

"I want to keep him memory going. James always said he was going to be an important person and this way his memory will forever be going on,” says Marva Louise Brown, Harkins’ grandmother.
