Background Checks Urged at Chicago Gun Hearing

Gun advocates: Lawmakers must pass concealed-carry

CHICAGO (AP) -- The head of the Illinois State Rifle Association says a court's ruling Friday sends another message to lawmakers that they should legalize the concealed carry of firearms.

The 7th U.S. Circuit Court of Appeals on Friday rejected Illinois' request to reconsider a ruling that the state's concealed carry ban is unconstitutional.

A three-judge panel in December gave lawmakers until June 8 to approve a new law. State Attorney General Lisa Madigan had asked the entire court to consider the case.

Richard Pearson is executive director of the Illinois State Rifle Association, and he says the ruling makes clear that courts believe the prohibition violates Second Amendment rights. He says, if Illinois appeals to the U.S. Supreme Court, justices could find other gun restrictions unconstitutional.

CHICAGO (AP) -- Representatives from government agencies have taken turns speaking at a hearing in Chicago about how Illinois should carry out a court-ordered law letting people carry concealed weapons.

Cook County Board President Toni Preckwinkle spoke Friday at the Illinois House Judiciary Committee hearing. She urged extensive background checks and said guns shouldn't be allowed in schools, nursing homes, churches and government-owned and operated buildings. Chicago Transit Authority President Forrest Claypool said allowing guns on crowded trains and buses would be a "recipe for disaster."

Friday's hearing follows another hearing held by the same committee earlier this week in Springfield.

Representatives from law enforcement and the National Rifle Association also are scheduled to speak.
