Blagojevich says all 274 miles of the tollway system would be modernized and a toll road would be built in fast-growing Will County.
The centerpiece of his 10-year plan is replacing the plazas where drivers stop to pay tolls. Instead, drivers would pass through arches that collect the tolls automatically through the electronic I-PASS system.
Drivers without I-PASS would still be able to pay at tollbooths off to the side, but the current 40-cent tolls would jump to 80 cents.
Truckers would pay more, too. Tolls for the largest trucks would climb to $4.00, up from about $1.50 now.
