The documents released Monday show the airlines want the right to trade arrival times.
The two airlines also say all carriers should make some cuts in their schedules to ease the delay crisis at O'Hare.
Meanwhile, smaller carriers are concerned that any flight cuts in their schedules will help boost the two carriers' dominance at the airport. American and United handle 88-percent of O'Hare flights.
The documents were written comments submitted Friday to the Federal Aviation Administration. Carriers held negotiations this month with the agency to help ease congestion at O'Hare.
