FAA Administrator Marion Blakey told airline executives that if they won't voluntarily reduce flight schedules at O'Hare, the government will do it for them.

Blakey says schedules at O'Hare can't be allowed to "hold the whole system hostage."

O'Hare is a key part of the major airlines' hub-and-spoke system, so its delays affect flights around the country.

Flight delays have reached historic levels at O'Hare. Representatives of every major airline are convening in Washington Wednesday to talk about the problem.
