The Democratic governor has long criticized pork spending in Springfield but Thursday said it's something, "we haven't been able to change yet."
Blagojevich said he agreed to $29 million in pet projects for legislative leaders while getting education and health care increases he sought in a record overtime session.
House Speaker Michael Madigan says much of the spending is for human services programs. He says he didn't trust Blagojevich to follow through on social-service spending agreements.
But millions of dollars are for roads and other programs that have nothing to do with human services.
