Governor Doyle Signs 31 Bills into Law
Governor Jim Doyle today signed 31 bills into law the at the State Capitol in Madison.

Governor Jim Doyle today signed into law the following 31 bills at the State Capitol in Madison:
Senate Bill 116 exempts the Village of Elmwood from a state law that limits tax incremental finance districts to no more than 12 percent of a municipality’s equalized value.
Governor Doyle thanked Senator Harsdorf and Representative Murtha for their work on the bill.
Senate Bill 168 allows the formation of apprenticeship programs for barbers and cosmetologists.
Governor Doyle thanked Senators Taylor and Coggs and Representatives Molepske and Brooks for their work on the bill.
Senate Bill 263 updates the financial criteria for determining whether a person qualifies to be represented by a public defender.
Governor Doyle thanked Senator Coggs and Risser and Representatives Sherman and Hebl for their work on the bill.
Senate Bill 303 (Tim McKee’s Law) allows drivers involved in accidents that cause serious injury or deaths to be required by police to submit to a test for intoxication.
Governor Doyle thanked Senators Grothman and Risser and Representatives LeMahieu and Mason for their work on the bill.
Senate Bill 332 requires that custody study reports generated in family action cases be filed with the court at least 10 days before they are submitted into evidence so each party in the case can review the report.
Governor Doyle thanked Senators Taylor and Plale and Representative Seidel for their work on the bill.
Senate Bill 365 allows a person to give a statement outside the United States and have it treated as a sworn statement in certain circumstances if the person giving the statement declares, under penalty of false swearing, that their statement is true and correct.
Governor Doyle thanked Senators Risser and Miller and Representatives Cullen and Molepske for their work on the bill.
Senate Bill 408 removes financial penalties for landowners or lease holders of managed forest land who transfer land for the purpose of creating a public safety communications tower.
Governor Doyle thanked Senators Jauch and Lassa and Representatives Hubler and Turner for their work on the bill.
Senate Bill 414 grants registered school nurses immunity from civil damages and requires public and private schools to develop written policies for the administration of drugs.
Governor Doyle thanked Senators Lehman and Robson and Representatives Roberts and Pasch for their work on the bill.
Senate Bill 439 creates tax exemptions for members of the military who qualify for the Federal Heroes Earnings Assistance and Tax Relief Act of 2008 and provides tax relief to encourage savings for retirement.
Governor Doyle thanked Senators Sullivan and Kreitlow and Representatives Molepske and Dexter for their work on the bill.
Senate Bill 448 creates a pilot program allowing utility terrain vehicles on all terrain vehicle trails in certain counties.
Governor Doyle thanked Senators Holperin and Lassa and Representatives Hubler and Zepnick for their work on the bill.
Senate Bill 463 allows the city of Sheboygan to extend the expenditure period for a Tax Incremental Financing (TIF) District and requires the Department of Revenue to certify the tax base of a TIF in the city of Waukesha.

Senate Bill 467 allows electronic signatures to be used on criminal complaints.
Governor Doyle thanked Senators Jauch and Lehman and Representatives Hebl and Turner for their work on the bill.
Senate Bill 471 provides additional competition in the health insurance market by allowing cooperative associations to sell health care services to nonmembers and to expand the services they offer.
Governor Doyle thanked Senators Erpenbach and Hansen and Representatives Richards and Vruwink for their work on the bill.
Senate Bill 482 codifies current industry practices and clarifies the roles and responsibilities of athletic trainers in Wisconsin.
Governor Doyle thanked Senators Hansen and Jauch and Representatives Molepske and Bernard Schaber for their work on the bill.
Senate Bill 504 regulates professional employer organizations and professional employer groups in a manner consistent with other states.
Governor Doyle thanked Senator Wirch and Representatives Hilgenberg and Newcomer for their work on the bill.
Assembly Bill 159 makes changes to the charge-back of refunded or rescinded taxes and personal property taxes and the sharing of certain collected taxes, allowing taxing districts more time to respond to charge-back requests and consolidate charge-back payments.
Governor Doyle thanked Representatives Hixson and Berceau and Senators Robson and Olsen for their work on the bill.
Assembly Bill 213 makes changes intended to make laws applicable to cities and villages more consistent, such as requiring that bidding procedures for village contracts are consistent with city procedures.
Governor Doyle thanked the Legislative Council, Representative Gottlieb and Senator Plale for their work on the bill.
Assembly Bill 230 requires that the Department of Transportation develop a system to share driver license and identification card photos with law enforcement agencies in electronic format.
Governor Doyle thanked Representatives Hraychuck and Rhoades and Senators Lehman and Olsen for their work on the bill.
Assembly Bill 415 designates part of Highway 12 in the city of Whitewater as the Stephen Ambrose Memorial Highway.
Governor Doyle thanked Representatives Hixson and Nass and Senators Kedzie and Wirch for their work on the bill.
Assembly Bill 485 makes several revisions to the Children’s Code and Juvenile Justice Code, including changes to streamline the confidentiality of records in the two codes and to bring consistency to the terms “neglect” and “child care” in the two codes.
Governor Doyle thanked Representative Dexter and Senator Jauch for their work on the bill.
Assembly Bill 571 allows certain optometrists to dispense contact lenses that deliver a therapeutic pharmaceutical agent.
Governor Doyle thanked Representatives Seidel and Zigmunt and Senators Vinehout and Cowles for their work on the bill.
Assembly Bill 575 requires the Department of Agriculture, Trade and Consumer Protection to establish standards for products sold as honey and prohibits products from being labeled as Wisconsin-certified honey that don’t meet the standards.
Governor Doyle thanked Representatives Garthwaite and Vruwink and Senators Vinehout and Lehman for their work on the bill.
Assembly Bill 579 allows the Department of Transportation to issue special license plates allowing individuals to show their support for Marquette University.
Governor Doyle thanked Representatives Colon and Young and Senators Plale and Coggs for their work on the bill.
Assembly Bill 591 requires mortgage brokers to act in the best interest of borrowers and requires mortgage brokers to disclose all material facts relating to a loan to borrowers.
Governor Doyle thanked Representatives Young and Turner and Senator Taylor for their work on the bill.
Governor Doyle also signed the following bills to amend and revise existing provisions to improve clarity and eliminate conflicts:
Assembly Bill 562, Assembly Bill 568, Assembly Bill 569, Assembly Bill 570, Assembly Bill 571, Assembly Bill 572, and Assembly Bill 573.
Governor Doyle thanked the members of the Law Revision Committee for their work on the bills.
