Settlement Filed in Lawsuit Over Mentally Ill
Illinois must help thousands of residents move out of large mental institutions and provide them support services as part of a settlement filed Monday in a class-action lawsuit.

CHICAGO (AP) -- The settlement gives Illinois five years to help residents move into apartments and small homes. The agreement must be approved by a federal judge.
The five-year-old lawsuit, filed by the American Civil Liberties Union, claimed Illinois violates the civil rights of about 4,500 mentally ill people living in 25 nursing facilities.
Illinois, as part of the agreement, denies violating federal laws protecting people with disabilities.
The settlement is being hailed as a landmark by advocates of the mentally ill. Facility owners, however, say housing decisions shouldn't be dictated by outside interests.
