Johnson county residents, in southern Illinois, accuse Sharon Wolfersheim of animal cruelty. This is not the first time.

Pictures from 2007 on Wolfersheim's farm, just outside Beloit, show horses malnourished and living in their own manure.

Fast forward to today, her new neighbors said she's back to her old ways. Video of her property from WSIL-TV in Carterville shows what appears to be a dead horse under a tarp and others with their ribs showing.

"I'm disgusted by it - that she can continue to get away with this," Nicole Van Acker said.

Three years ago, Van Acker went to Wolfersheim's Wisconsin farm looking to buy healthy horses, but she said she was appauled by what she saw there.

"A lot of them were underweight and the conditions were just not the greatest," Van Acker said.

Case workers from the group 'People for the Ethical Treatment of Animals, or PETA, started looking into Wolfersheim in 2002. They said more should be done by law enforcement.

"The situation has been going on for a very long time and this individual keeps getting away with slaps on the wrist and it's time that the authorities, whose jobs it is to enfore the law, do so," a PETA representative said.

While Wolfersheim hasn't been charged with animal cruelty in Johnson county, she was ticketed by the Bureau of Animal Welfare, which gave her a list of improvements to make.

Experts at Boone County Animal Control said people who neglect and mistreat their animals are often repeat offenders. It's also very common for them to move to rural areas where the law isn't as strict. There, they have fewer neighbors to keep a watchful eye.

This kind of neglect to an animal is unforgiveable. This woman needs her horses taken away and nurse them back to health so other more deserving people can adopt them. If the Nicole Van Acker in the story reads I want to let you know we might be related.

People are too lazy to raise their own kids, and other people whose jobs are to remove kids from abusive homes are too lazy to do their jobs. What makes anyone think anybody cares about animals? They're being bred while millions are put to death for overpopulation. We're eating sick, abused animals because we're all just too lazy and don't care. Way to go PETA - pass the buck. *yawn*
