A judge today has ruled against the County.
Boone County took the state to court because the state refused to release the exact location in Boone County where the horses were infected. The judge says since the horse owner voluntarily gave up the animals for testing the state is exempt from releasing records.
Boone County thinks the information should be released as a matter of public health.
