Governor, Legislative Leaders Inch Closer to Agreement

After the meeting, House Speaker Michael Madigan claimed that progress was made on the budget because Blagojevich was starting to realize that he could not, "borrow and spend money that the state does not have."

The governor called the meeting a "breakthrough" in the discussions about the state budget. He did not give specifics on the talks, but he added that if future discussions continue to be as productive, he won't need to call a special session to balance the budget.

Blagojevich and the four leaders plan to meet in Springfield Monday afternoon.
