The governor says he hears legislative leaders are getting closer to a deal and could have a spending plan as early as Wednesday, but Blagojevich says his office has started work on a short-term, interim budget in case the deal goes off the tracks.
He says that's designed to make sure government services continue while lawmakers work toward an agreement. July 1 is the deadline for lawmakers to come up with a budget.
Illinois Senate President Emil Jones calls an interim budget a last resort, and he says it's too early to start talking about it yet.
Blagojevich is scheduled to meet with budget negotiators Wednesday evening to discuss the status of the budget stalemate.
