Jones in a letter released to newspapers Wednesday questions the motivation of House Speaker Michael Madigan in opposing the proposal backed by Jones and Gov. Blagojevich.
Jones says their plan includes essential funding increases for education and health care and they've made the tough revenue choices needed to pay for it.
He says Madigan and Republican lawmakers are wrong to support a so-called no-growth budget and chastises them for offering criticism rather than compromise.
But the Chicago Democrat says he's confident a satisfactory budget plan can be crafted if the sides work together.
