State appellate judge Anne Burke's scathing letter to Bishop Wilton Gregory says some bishops have hidden their moves to block the audits by manipulating the board.
Some Catholic bishops say the dioceses don't need to undergo frequent scrutiny if they are in compliance with new church regulations. And others believe the bishops, not the board, should decide when the audits occur.
U.S. Conference of Bishops spokesman Monsignor Francis Maniscalco says the group's charter doesn't call for annual audits of the U.S. dioceses. He says bishops in June will discuss whether all diocese need to be audited again.
