Loves Park Foster Parent Faces Abuse Charges
We continue to follow developments of the loves park foster parent accused of beating and permanently scarring at least two children in his care.

Walter Hammond remains in jail tonight and facing seven counts of battery involving foster children. 23News also learned that this isn't the first time he's been in trouble with the law.
Hammond is the focus of an investigation by the Loves Park Police Department and the Department of Children and Family Services. He is charged with three counts aggravated battery to a child causing permanent disfigurement, three counts of aggravated battery, and one count of aggravated domestic battery.
This isn't Hammond's first offense involving children. In June of 1990, he was found guilty of contributing to child delinquency. When asked, DCFS was unable to comment on how he has remained qualified as a foster parent. Six children were present in the Hammond home, four foster and two biological.
"It's possible there was a pattern of abuse in the family. not all the children seemed to be targets, specific to a couple of em and that's generally how we charged it," says Curt Wilson, Detective Sergeant at Loves Police Department.
The judge has set Hammond's bond at $250,000, with the stipulation that he have no contact with children under the age of 18. He is set to make his next court appearance on December 17th.
If Hammond is convicted he could receive up to 134 years in prison.

This guy deserve to get whats coming to him. Anyone who abuses children need to get the MAXIUM punishment. There is no reason to do what he did to these children. Why is it that every time a black person does something wrong they call it RACISM...Seriously come on, It is not a racially charged case, he abused children. WHAT HE DID WAS WRONG!
1st NOBODY can be guilty for what someone else did. 2nd This is another racially charged case. It is common knowlege that Loves park Police have had major problems with racism. It is very sad that people who murder face less prison time than some one who whooped his kids and left some scars on they LEGS!!! WOW!!! I am not saying what he did is wrong, but lets put things in perspective. I cant wait for Jesus' Return!!
