The Rockford Chamber of Commerce launches a business impact survey to try and gage the impact of fee and tax increases implemented under Gov. Rod Blagojevich.
The state chamber conducted a similar study earlier this year and found the tax hikes cost the state 16,000 jobs and $120 million.
