Senate Wants Road Fund Diversion to End

Illinois Senate Republicans want to stop what they call the "abuse" of shifting money set aside for roads to other purposes.

GOP senators Tuesday called for a constitutional amendment to end road-fund diversions that total $533 million this year, or one-fifth of the $2.7 billion total. That does not include more than $200 million that goes to the state police and secretary of state for safety projects. The GOP plan would not change that.

Democrats agree on the goal. They have legislation to end the practice, but Republican Leader Frank Watson of Greenville says a law wouldn't have the teeth of an amendment.

This year Gov. Rod Blagojevich diverted hundreds of millions of dollars into the general fund for operating expenses.
