South Beloit Police Chief Tom Fearn announced last week he'd step down October 10th due to personal reasons. He came under fire in August for how his department investigated a car belonging to Katie Stockton. She's the mother accused of killing Baby Crystal and also owner of the car that had remains of two infants discovered in the trunk. Her car was parked in a South Beloit impound lot for at least a year before officers checked the trunk and glove box.
