Gov. Rod Blagojevich has chastised companies that locate in foreign tax havens, but his administration intends to award an $11 million contract to a Bermuda firm that critics say is a corporate tax dodger.

Accenture is set to get a computer consulting contract from the state. It insists that it pays Illinois income taxes and didn't incorporate on the island to avoid taxes.

Blagojevich's administration says hiring Accenture as part of efforts to analyze Illinois' computer and telecommunications systems could eventually help save the state $200 million.

The company is represented by the lobbying firm of one of Blagojevich's advisers, former Democratic National Committee Chairman David Wilhelm. A Blagojevich spokeswoman says that had no influence on the decision to hire Accenture.
