With More Cuts Looming, Hard For Agencies To Plan
Illinois Gov. Pat Quinn bragged that he got more money in the state budget for social services than lawmakers originally gave him.

SPRINGFIELD, Ill. (AP) -- Illinois Gov. Pat Quinn bragged that he got more money in the state budget for social services than lawmakers originally gave him.
But the not-for-profit providers of those services say they can't just switch the lights back on.
Quinn signed the budget Wednesday -- two weeks after the start of the fiscal year.
So agencies providing services to low-income children, the developmentally disabled, senior citizens and more already cut programs and laid off staff.
They say they can't turn around and reinstate what's gone.
And the compromise budget is still as much as $5 billion in the red. Quinn and lawmakers say there might be more cuts in January. So providers are uncertain how to plan for the year.
