A federal judge has ruled that the FTC exceeded its authority when it created the national list.
The ruling came from a lawsuit brought by telemarketers
They say the list will result in a $50 billion lose in sales each year. Lawmakers say they are confident the ruling will be overturned.
The list was to take effect October 1.
