The charges were filed against a party promoter, the club owner, his reputed partner and a club manager. The February stampede apparently started when someone used pepper spray to break up a fight in the E-2 club.
Patrons rushing for the door got crushed. A complaint says the owners violated a previous court order. It called for the second floor of the building to be closed. Their lawyers have argued the order referred only to balconies above the second floor.
