It took place on the White House south lawn, where some 2,000 members of his staff had gathered.

Accompanied by his wife, Laura, Vice President Cheney and his wife, Lynne, the president stepped onto the lawn at exactly 8:46 a.m., the moment the first plane struck the World Trade Center.

Earlier, the president attended a worship service near the White House.

The president says it's a day for prayer and remembering the 9/11 victims and their families.
