It's an early summer day in May 1983. Thirty-one-year old James Powers of Loves Park is fishing at a popular spot along the Kishwaukee River in Boone County. He's near the bridge abutment on south Newburg road when an unknown assailant approaches, shoots him once in the head, and then disappears. It's 1:45 in the afternoon before Powers' body is found.
Because of its reputation as a common fishing spot, witnesses report seeing a number of cars and trucks in the area and descriptions of people vary. So right now, two decades later, police are at a dead end.
