Illinois Power officials say the outages started when someone shot out glass insulators on power poles near Granville early Tuesday morning.
Illinois Power spokeswoman Shirley Swarthout says the vandalism caused about 4,000 customers to lose power for about an hour.
Swarthout says work crews switched to another supply line. That temporary fixed failed shortly after noon, blacking out Ottawa, Sheridan and Utica. She says the outage lasted about an hour and the power was restored to all customers by about 1:30 p.m. Tuesday afternoon.
