The employees tried to protect their jobs with a paperwork maneuver. Under former Gov. George Ryan, dozens of people filed paperwork claiming to resign from their state jobs.
Then a couple of days later, they returned to the very same jobs for new four-year terms. That meant they could not be replaced by the new governor.
The state civil service commission has backed the governor's decision on two of these employees. They say the employees never properly resigned. That means they did not start new terms and their old jobs have expired.
Their lawyer promises to appeal.
