The city has shown they don't want business taken away from Downtown Rockford. As a whole, they believe stricter panhandling laws will do just the opposite.
If the council votes yes as expected, aggressive panhandlers could be slapped with $750 in fines. If they ignore those fines, they will face jail time. Local organizations that assist the homeless population in getting back on their feet are in support of the law. They believe if you give to the homeless it should be through a legit mate organization that can put the money to work. Rather than give to one individual who may or may not intend to use the money honestly.
