Hynes made a stop in Rockford Tuesday to talk about his plan to create jobs in the stateline.
The current state comptroller says he's working on a national manufacturing policy. One part of that policy is made in America tax credits. Hynes is hoping to fill the seat being vacated by republican Peter Fitzgerald.
