With voting set to begin in just over 12 hours there has been a change in the Winnebago County Board Ballot.
An appellate court this afternoon overturned a lower court decision and reinstated the candidacy of Ted Biondo in District 9. This district is on Rockford's east side.
In mid-October, a court threw Biondo's name off the ballot because he did not apply to be on it.
Biondo had been named to fill the unexpired term of Mary Ann Aiello who died. Caroline Gardner is opposing Biondo in tomorrow's vote.
