Rockford voters said no to a one-cent sales tax increase. That forced the city to come up with a new plan for road projects this year. The Kishwaukee, Harrison and Morgan bridge projects are among those that would still be completed under the latest proposal. It was revealed at the city council meeting last night. The plan has not yet passed out of committee, so it will be at least a few more weeks before the full city council gets to vote.
