A South Beloit substitute teacher faces unlawful restraint charges. McHenry county authorities say Matthew Konetski faces charges for his treatment of two eight-year-old special-education students at a Harvard Elementary school. Police say Konetski taped the students' mouths shut, taped their arms behind their backs, and taped their legs to chairs. If convicted, he could be sentenced to a maximum of three years in prison. Konetski is allowed to continue substitute teaching in Illinois while the charges are pending.
