UPDATE: ROCKFORD (WIFR) – Police say the driver that allegedly struck and killed a construction worker Wednesday morning shouldn’t have been driving at all.

Thanks to a Crime Stoppers tip, it took Rockford Police just a few hours to track down and arrest 31-year-old Joshua Peppers. We’re told his license had been suspended and he didn’t have insurance.

Police say it was his red Ford minivan that killed 54-year-old Clinton Siens near Sandy Hollow and 35th. Peppers has been charged with leaving the scene of an accident. More serious charges could be on the way.

ROCKFORD (WIFR) -- Rockford Police are on the scene of a fatal hit and run accident at Sandy Hollow and 35th Street on Rockford's southeast side.

Rockford Police say a construction worker was hit and killed by a red minivan type vehicle around 11:00 this morning. We're told the victim was taking down a construction fence near Sandy Hollow and 35th street when a driver in a red mini-van hit him and took off.

We’re told the victim was killed instantly and thrown into a nearby ditch. His name has not been released, but his boss tells us he worked for “Big River Maintenance”, a company based out of Oquawka which is about 30 miles west of Galesburg.

“I’ve known him since we were little. He was a good guy. A regular guy,” said co-worker Allen Link.

Police say the minivan continued east to Alpine, turned left, and then ran a red light. Witnesses believe the first three characters of the license plate are S40.
