Right now Illinois and Wisconsin are the only two states in the U.S. that entirely outlaw citizens carrying concealed firearms. But two board members are pushing a proposal to change that, starting with Winnebago County.
Looking back at recent tragedies like the N.I.U. shooting prompts many of us to ask what could have been done differently.
"If there had been a person there, who was of age and who had met the qualifications and chose to have concealed carry and the campus didn't have a problem with it, you might not have as many people dead today as you do have," says Winnebago County Board Member Doug Aurand.
Aurand and a Republican counterpart on the Winnebago County Board will bring forward a resolution at Thursday night's board meeting asking for Winnebago County residents to be allowed to carry concealed firearms, after meeting certain requirements.
"You have to have forty hours of training, you have to go through a criminal background check, you have to prove that you're mentally stable, you don't have alcohol problems, you don't have drug problems and you have to be 21 years of age," says Aurand.
Aurand says F.B.I. statistics show states that enact concealed carry laws lower their crime rates.
"Let's not kid ourselves, the bad guys have the weapons," says Aurand. "Now the bad guy, they don't know who's got a gun and who doesn't."
Aurand believes Winnebago County Sheriff Dick Meyers already has the authority to issue gun permits to citizens. But Meyers says that rule only applies in situations like retired police officers, not ordinary residents.
Winnebago County State's Attorney Phil Nicolosi does not believe the proposal has strong legal footing.
"If the state prohibits a certain activity, a municipality or a county cannot in and of itself go in and say, well we're going to create a different law, they cannot do that," says Nicolosi.
But Aurand says the concealed carry law has never been challenged. He believes his interpretation would stand up in court.
Sheriff Meyers tells 23 News he has the authority to arm auxilary sheriff's deputies, but they have to be in uniforms, separate from those the county wears and performing specific law enforcement tasks.
He can also give retired law enforcement permits, after they complete training, but he does not believe those instances carry over to normal citizens.
Aurand argues there is little difference between arming a retired officer and a citizen who goes through training.
If the county board decides to pass the resolution, after a committe examines it, enforcing it would likely end up in court. Either Sheriff Meyers chooses not to issue the permits and someone may sue, or he does issue permits and someone sues the other way. That way a judge would make the final decision.
Aurand admits the optimal solution would be passing a state law, but since that's not happening, he wants to push the issue at the county level.

What would the very legislators, in Illinois, that have 24/7 tax payer "ARMED" protection, do if the said tax payers voted out the funds to pay for their protection. Why are their live's more important than the life of any other citizen of Illinois ? Thomas Jefferson; " A government that fears an armed populace is a government to be feared". Cheif Justice John Marshall; " A law repugnant to the Constitution is void". Adlof Hilter; "When you control the guns, you control the people".

if you're not satisfied with your elected officials, don't whine, VOTE THEM OUT OF OFFICE! it's your fault these gun grabbing career politicians are allowed to remain in office term after term. Wake up and fight to take your state back one county at a time if necessary.

Good idea, it will never fly just like a pig. As long as Daley, son Blago and Stroger are in office, common sense ideas here won't go.

The Second Ammendment which is part of the Bill of Rights of all citizens already grants the right to all US Citizens to carry a concealed firearm. All those laws passed by States, Counties and municipalities against the right to bear arms, are illegal.

Posted by: Ryan Location: Machesney Park on May 18, 2008 at 07:56 PM
What a freedom the Second Amendment to our Constitution affords the citizens of our great nation. That is protecting oneself, their family, and their property from criminal activity and a tyrannical government. The overwhelming majority of the states in our country have pro-concealed carry laws, as they should. When Adolf Hitler was rising to power in Germany, at the top of his list was disarming German citizens completely because he could never complete his pathetic plan of total takeover otherwise. Get that Illinois and Wisconsin residents? Our politicians don't. We need to change that, and Winnebago County is a wonderful place to start. This proposal has my utmost support as a tax paying, law abiding, and contributing member of this state and county. Let's go Illinois. I was born here, raised here, been all over the world, but will die here because I love where I'm from. There are many more like me. The least our politicians could do is give us our right to libery back!

I have the FLA CCW which is good in 35 other states. Went through an NRA class and paid $117 to the state of FLA. For a cash strapped state like this, shouldn't we look at this as a way of generating revenue? The ancillary benefit would be to lower costs (something pols never talk about) by reducing crime? - "I carry a gun because a cop is too heavy"

Criminals are going to carry guns in everystate.

Posted by: Jim Hux Location: Streator,Il. on May 15, 2008 at 01:38 PM
Florida was the first state to issue carry permits. At the end of the first year Florida cut their crime with guns in half. The same year Chicago crime with guns doubled. Criminals do not wish to face people who can shoot back. I will not go to Chicago because I will not go where people shoot at me and I am not allowed to defend myself.

Then I believe in the goodwill of the people in our state to take back our streets from the thugs and would be killer, and rapists

Posted by: marc Location: rockford's west side on May 11, 2008 at 10:50 PM
I lived in Kansas City Mi when they passed the right to carry law, and the crime rate dropped. How many police officers carry when their not on the clock - all of them- why because they feel safer.

Posted by: Bill Location: Chana, Illinois on May 10, 2008 at 10:15 AM
About time! When has gun control ever kept the criminals from using guns? When Dade County, Florida had concealed carry classes for women, rape dropped 88%. "Gun Free" zones are really killing zones, since the perpetrator know his victims will be unarmed. Isn't it interesting that the politicians that don't trust you with a gun are the ones that aren't to be trusted? Crooked old George Ryan, (now in prison) called the Illinois Legislature back into special session to pass the Safe Streets Act, upgrading the misuse of a firearm from a misdemeanor to a felony. Yeah, it sure stopped driveby shootings, didn't it? What it did do was result in making the wife of a hunter that had left a shotgun on the back seat of his car a felon when she used his car to go to the market. But do the shooters in Rockford ever get charged under this law? No, but it puts every law abiding gun owner at risk if he makes an innocent mistake. Never trust a person who doesn't trust you. (With a gun)

How can a state, any state in the Union say that they can override the Constitution of the United States. It's the liberals, just like TV's O'Reilly says it is. The media did interviews of prisoners in prisons from all over the country and they ALL said that the NO gun signs or any other restrictions of firearms in businesses or any other place, did not keep them from doing their illegal act but, they ALL said that a law abiding citizen with a firearm did scare them & kept them from doing their illegal act. If it's so terrible then why do all the states but two have this CCW law in place AND IT IS WORKING! Wake up politicians, Doyle in Wisconsin & Blagojevich in Illinios, Daley of Chicago

Excellent news article. It's great to see someone reporting a news article that actually gives facts about guns and without using trigger words or fear tactics. Great job Alice! I'd love to see Illinois respect everyone's right to self defense, like 48 states in the Union have already recognized.

Posted by: mike Location: illinois on May 8, 2008 at 10:50 PM
Thank god, we need conceal and carry worst than alot of other states. When I go to my job in indiana and CCW i feel totally safe. Wake up politicians you work for us the people.

Posted by: Royce Location: Houston, Texas on May 8, 2008 at 10:13 PM
We have had concealed carry in Texas for twelve years with almost no problems. illinois is one of only two states which do not trust any citizens to obtain a license to carry for self defense. well over two thirds of the ststes issue to any citizen who passes the required tests and background check. Why do Illinois politicans think that their citizens are less trustworthy than the citizens of 48 other states? Are the lives of your people less worth defending than almost anyone else's?

Posted by: Marcie. Location: CT. on May 8, 2008 at 08:38 PM
Yes these two states need to get on board and trust the People of their State. A Cop is minutes away when seconds count.

2ed Amd Rights should apply to everyone in the State. I too live in a State forbiding carrying of concealed weapons to most citizens. The way I and most people deal with this denial of a 2ed Amd Rights is to carry a gun in deliberate defiance of the law. If there’s enough mass civil disobedience, the law will be changed.

Posted by: J Stewart Location: MS on May 8, 2008 at 06:53 PM
Why do the authorities believe that they are the only people that think they should have firearms for protection? Police in Illinois are more likely to be arrested for crimes than concealed carry permit holders in other states.

Posted by: Charles P Location: Norcross, GA on May 8, 2008 at 06:34 PM
I grew up in Ill. and Wis., and I say that if the states will outlaw CONCEALED CARRY, you have several options. What about: Open carry of weapons. Carrying a (concealed) weapon while clearly being identified as a weapon holder (a shirt patch, badge, or some other visable ID. Carrying a concealed weapon of some other type (stun gun or spray usable over long distance). My point is that you law makers should be able to find a MAJOR loophole to any of the state laws. After all, the anti-gunners are always PRETENDING that loopholes exist, so PRO-GUN PEOPLE SHOULD GO OUT, FIND and utilize any loophole they can. (The corrupt state/federal politicians always do.)

Posted by: Bernie on May 8, 2008 at 02:25 PM
It is always the good guy that has to suffer, The bad guy will always have a gun, he don't buy his gun at a legal store, he buys his on the black market. You wull never take a gun from the bad guy his alsways the one who don't register his gun. So how is the good guy goning to protect himself.

Posted by: Marty Location: Kansas on May 8, 2008 at 02:17 PM
Actually, it is ONE County (Cook) that is denying the citizens of Illinois the right the rest of the country enjoys. Good luck in the fight!

I am former Navy Combat Corpsman and past Vol. Deputy in Knox Cty. I practice at the range every month and outshoot the local cops every time. Keep my first aid training up and don't drink more than an occ glass of wine. Does the Sheriff of Winnebago concider me abnormal or a threat to him or society? I have been issued weapons at Great Lakes and in Knox and Warren counties before and am better trained now. Perhaps it is time for a new Sheriff.

YES, IT IS SIMPLE COMMON SINCE! MOST PEOPLE I KNOW AGREE 100%.

Posted by: Joe Location: New Jersey on May 8, 2008 at 12:34 PM
The UsSupreme Court will make a ruling in June, Therefore it will NOT matter what local or state laws are. The High court will over rule the laws that are in place now. However I personally don't have a problem with back ground checks, age requirements, training requirements, etc. I do however have a problem with gun bans, gun rationing schemes, bloomburgs illegal frivolous lawsuits that the ATF said was illegal, so called assault weapon bans, gun show attacks, etc. Lets face it it's an individuals Second Amendment right, and if you gun haters don't like it then move to a foreign country and get lost! because we don't want to hear your whining, and boo-hooing! Our gun rights are an American past time and a cultural way of life! It's here to stay!!!

I just decide to move to Indiana because of the conceal carry. Gangs and drug dealer fear the day when all of Illinois will be a conceal carry state. Matter of fact do you know high crime rate for support with strong anti-gun communities.

Final, the law abiding citizens of Illinois might will beable to protect themselves against criminals. My favorite quote. Outlaw guns, only outlaws with have them.

Posted by: dmm on May 8, 2008 at 09:54 AM
Its about time for Illinois to take a stand and do the right thing just like 48 other states have. Its too bad Chicago has the State ties up but this County is blazing a freedom trail for sure. Go get em board!!!!

Would like to have this option on the table.Carrying concealed firearms I believe it would be an important factor when a thief made a decision to try to wrong the honest man or woman. I would hope people who are interested in this would be avid shooters at a pistol range to insure safety and accuracy just like any armed offical and be interested in the National rifle association as well

About time. This is LONG overdue, and I hope it starts a tidal wave of change in this state that has for too long been robbing its citizens of their God given freedoms while taking their hard earned dollars and providing very little in return. Monarchies are the reason why our country revolted in the first place, and it baffles me how readily people are willing to elect the same families to office over and over and over again...
