Right now Illinois and Wisconsin are the only two states in the U.S. that entirely outlaw citizens carrying concealed firearms. But two board members are pushing a proposal to change that, starting with Winnebago County.
Looking back at recent tragedies like the N.I.U. shooting prompts many of us to ask what could have been done differently.
"If there had been a person there, who was of age and who had met the qualifications and chose to have concealed carry and the campus didn't have a problem with it, you might not have as many people dead today as you do have," says Winnebago County Board Member Doug Aurand.
Aurand and a Republican counterpart on the Winnebago County Board will bring forward a resolution at Thursday night's board meeting asking for Winnebago County residents to be allowed to carry concealed firearms, after meeting certain requirements.
"You have to have forty hours of training, you have to go through a criminal background check, you have to prove that you're mentally stable, you don't have alcohol problems, you don't have drug problems and you have to be 21 years of age," says Aurand.
Aurand says F.B.I. statistics show states that enact concealed carry laws lower their crime rates.
"Let's not kid ourselves, the bad guys have the weapons," says Aurand. "Now the bad guy, they don't know who's got a gun and who doesn't."
Aurand believes Winnebago County Sheriff Dick Meyers already has the authority to issue gun permits to citizens. But Meyers says that rule only applies in situations like retired police officers, not ordinary residents.
Winnebago County State's Attorney Phil Nicolosi does not believe the proposal has strong legal footing.
"If the state prohibits a certain activity, a municipality or a county cannot in and of itself go in and say, well we're going to create a different law, they cannot do that," says Nicolosi.
But Aurand says the concealed carry law has never been challenged. He believes his interpretation would stand up in court.
Sheriff Meyers tells 23 News he has the authority to arm auxilary sheriff's deputies, but they have to be in uniforms, separate from those the county wears and performing specific law enforcement tasks.
He can also give retired law enforcement permits, after they complete training, but he does not believe those instances carry over to normal citizens.
Aurand argues there is little difference between arming a retired officer and a citizen who goes through training.
If the county board decides to pass the resolution, after a committe examines it, enforcing it would likely end up in court. Either Sheriff Meyers chooses not to issue the permits and someone may sue, or he does issue permits and someone sues the other way. That way a judge would make the final decision.
Aurand admits the optimal solution would be passing a state law, but since that's not happening, he wants to push the issue at the county level.

Excellent news article. It's great to see someone reporting a news article that actually gives facts about guns and without using trigger words or fear tactics. Great job Alice! I'd love to see Illinois respect everyone's right to self defense, like 48 states in the Union have already recognized.

Thank god, we need conceal and carry worst than alot of other states. When I go to my job in indiana and CCW i feel totally safe. Wake up politicians you work for us the people.

We have had concealed carry in Texas for twelve years with almost no problems. illinois is one of only two states which do not trust any citizens to obtain a license to carry for self defense. well over two thirds of the ststes issue to any citizen who passes the required tests and background check. Why do Illinois politicans think that their citizens are less trustworthy than the citizens of 48 other states? Are the lives of your people less worth defending than almost anyone else's?

2ed Amd Rights should apply to everyone in the State. I too live in a State forbiding carrying of concealed weapons to most citizens. The way I and most people deal with this denial of a 2ed Amd Rights is to carry a gun in deliberate defiance of the law. If there’s enough mass civil disobedience, the law will be changed.

Why do the authorities believe that they are the only people that think they should have firearms for protection? Police in Illinois are more likely to be arrested for crimes than concealed carry permit holders in other states.

I grew up in Ill. and Wis., and I say that if the states will outlaw CONCEALED CARRY, you have several options. What about: Open carry of weapons. Carrying a (concealed) weapon while clearly being identified as a weapon holder (a shirt patch, badge, or some other visable ID. Carrying a concealed weapon of some other type (stun gun or spray usable over long distance). My point is that you law makers should be able to find a MAJOR loophole to any of the state laws. After all, the anti-gunners are always PRETENDING that loopholes exist, so PRO-GUN PEOPLE SHOULD GO OUT, FIND and utilize any loophole they can. (The corrupt state/federal politicians always do.)

It is always the good guy that has to suffer, The bad guy will always have a gun, he don't buy his gun at a legal store, he buys his on the black market. You wull never take a gun from the bad guy his alsways the one who don't register his gun. So how is the good guy goning to protect himself.

I am former Navy Combat Corpsman and past Vol. Deputy in Knox Cty. I practice at the range every month and outshoot the local cops every time. Keep my first aid training up and don't drink more than an occ glass of wine. Does the Sheriff of Winnebago concider me abnormal or a threat to him or society? I have been issued weapons at Great Lakes and in Knox and Warren counties before and am better trained now. Perhaps it is time for a new Sheriff.

The UsSupreme Court will make a ruling in June, Therefore it will NOT matter what local or state laws are. The High court will over rule the laws that are in place now. However I personally don't have a problem with back ground checks,age requirements,training requirements, etc. I do however have a problem with gun bans, gun rationing schemes, bloomburgs illegal frivolous lawsuits that the ATF said was illegal, so called assault weapon bans, gun show attacks, etc. Lets face it it's an individuals Second Amendment right, and if you gun haters don't like it then move to a foreign country and get lost! because we don't want to hear your whining, and boo-hooing! Our gun rights are an American past time and a cultural way of life! It's here to stay!!!

I just decide to move to Indiana because of the conceal carry. Gangs and drug dealer fear the day when all of Illinois will be a conceal carry state. Matter of fact do you know high crime rate for support with strong anti-gun communities.

Its about time for Illinois to take a stand and do the right thing just like 48 other states have. Its too bad Chicago has the State ties up but this County is blazing a freedom trail for sure. Go get em board!!!!

Would like to have this option on the table.Carrying concealed firearms I believe it would be an important factor when a thief made a decision to try to wrong the honest man or woman. I would hope people who are interested in this would be avid shooters at a pistol range to insure safety and accuracy just like any armed offical and be interested in the National rifle association as well

About time. This is LONG overdue, and I hope it starts a tidal wave of change in this state that has for too long been robbing its citizens of their God given freedoms while taking their hard earned dollars and providing very little in return. Monarchies are the reason why our country revolted in the first place, and it baffles me how readily people are willing to elect the same families to office over and over and over again...
