The governor Sunday proposed legislation that would give Internet-based phone providers until September to offer their customers 9-1-1 emergency services.
Internet-based phone service lets people make and receive calls over their broadband connections, but people who use the service don't have access to 9-1-1 service.
The governor says that could be the difference between life and death when there's a crisis.
