The President was speaking in Madison County, near St. Louis Wednesday.

President Bush says doctors should be focused on fighting illnesses, not on fighting lawsuits.

He says the current system favors lawyers and those who file lawsuits, even if they're without merit.

The President says those hurt by doctors should be able to collect full economic damages, but he wants Congress to cap non-economic damages to $250,000 and enact other reforms.
