The Winnebago County Board will not pledge financial support to the organization. County Board Chairman Scott Christiansen says the group does not directly reduce jail overcrowding.
The one-percent sales tax is geared solely toward programs that offer rehabilitation alternatives to jail.
Ceasefire is a violence prevention program. Ralph Hawthorne, the director of the program, says the group needs $120,000 to operate past June.
Rockford Mayor Doug Scott earmarked half of that in his budget proposal. There was hope the county would pick up the other half.
