Keyes told Republicans in Decatur Thursday that Obama shouldn't take credit for cutting the state's welfare rolls.

Obama is a state senator who was a Democratic negotiator on Illinois' welfare reform package in 1997, but he wasn't the lead sponsor.

Obama says he's never claimed he single-handedly reformed welfare, but he says he did play a key role in shaping the bill that eventually passed.
