The study by Physicians for a National Health Program also says veterans are losing their health insurance at a faster rate than the general population.

Lt. Gov. Pat Quinn says the report's findings are "shameful." He wants to create a VetCare program to provide health coverage for state veterans cut from the federal system.

The study says one in eleven Vietnam era vets lacks health care, and a third of veterans under age 25 don't have health insurance.
