Beloit Memorial High and McNeel Middle were included on the list. Also, the Janesville school system failed to meet the standards.
The schools and districts don't face any sanctions for failing to meet the standards on standardized testing, attendance, graduation rates and proficiency in math and reading, but the schools could face penalties if they continue to miss the required standards.
The standards are part of Wisconsin's requirements under the law that says all school children must be proficient in math and reading by 2014.
The legislation requires districts to identify schools with weak reading and math test scores and eventually begin applying sanctions if the scores do not improve. The sanctions range from providing after school tutoring to loss of funding.
